Vaugnsville DCO is heard on the 'hidden message' from September 17th 2012. This url seems to suggest DCO is referring to the switch type http://www.localcallingguide.com/lca_prefix.php?switch=VGVLOHXA64A the first part of the message refers to an alarm. We have yet to discover the relevance of that within the operation.

The message was "There's an alarm in the Vaughnsville DCO".

An "alarm" is what they call a notification from a digital switch in telcospeak. It is very old equipment and there are very few of them left in the ptsn according to silverfish on IRC.
