Project Evil was an "an experiment to try to estimate the size, power, and organizational capacity of the online cryptographic community". It used, what it called, Mein Fraulein VoiP number stations. They may have resembled the types of telephone Agent Systems that we've come across in OTP22.

In the end, the project failed due to the difficulty level. The Puppet Masters gave a talk at a security convention and said they would try the experiment again in the future. They also detailed how others could create their own VoiP ARG and gave out CD's with information and software to help. This leads to speculation that OTP22 is a refresh of Project Evil, or that the PM of OTP22 was influenced by Project Evil.
